I worked with Marvin for more than sixteen years. During that time he was responsible for more than 50% of the City's operations and a very large capital program. I was always impressed with his command of all aspects of Public Works, from street maintenance to water treatment and distribution which served the City well in maintaining credibility with our citizens, our customers, and outside stakeholders such as investors and bond rating agencies. Marvin A. Rose is a registered Civil Engineer in the State of California with B.S. and M.S. degrees in Civil and Structural Engineering from San Jose State University, with over 33 years of professional experience in the Public Works field. His expertise includes design and construction of public infrastructure facilities, private development review and inspection, facilities management, water, sewer and storm water operations and capital project administration.

Most recently, Marvin has been providing services to the County of Monterey Resource Management Agency and the Public Works Department as an Executive Management Specialist. He successfully completed an audit of hazardous materials handling at all the Public Works’ Corporation Yards. In addition, he worked in several divisions in Public Works and served in several interim management positions, providing management oversight and implementing best management practices.

For 22 years prior to retiring, Mr. Rose served as the Director of Public Works for the City of Sunnyvale. In this capacity, he has had responsibility for managing all aspects of this full-service department including Administration, Municipal Engineering, Traffic Engineering, Solid Waste Management, Water System Operations, Sewer Collection and Treatment, Storm Water Control, Street Maintenance, Street Tree Maintenance, Median Landscape Maintenance and Concrete Repair and Replacement in the public right of way.

Marvin has also served as the City of Sunnyvale’s Community Development Director for a period of eight months while the City recruited for a new director in that department. During that time, he was responsible for all aspects of Community Development encompassing long and short-range Planning, Building Plan Check and Inspection, Economic Development, Neighborhood Preservation and Zoning Enforcement, the Housing Program and the City’s Redevelopment Program.

At the onset of his career, Marvin worked for nine years as the City Engineer for the City of Union City, two and one half years with the City of Newark as a Development Services Engineer and the Chief Building Official, and one year with the City of San Mateo as a Design Engineer.

Having served on the League of California Cities Transportation and Public Works Committee and served as President of the Santa Clara County Municipal Public Works Officials he is a recognized leader in his field. He is a member in good standing of Tau Beta Pi, Engineering Honor Society and Chi Epsilon Civil Engineering Honor Society and is currently a Board Member for The Wladyslaw Poniecki Charitable Foundation.
